Yes, <abbr title="GNU Image Manipulation Program">Gimp</abbr> is an image editor like Photoshop or PSP. Its interface is quite different than the other two. To be honest, I find Phontoshop difficult and unintuitive to use, probably because I learned to use Gimp first. I am sure that there's an effect like this in PSP, but I couldn't point you in the right direction since I haven't used PSP since about 1998. Gimp is free, which is one of the reasons why I started using it (making it about $400 less than Photoshop), but its also available on several Operating systems/Platforms, so I use it for that - I don't have to use a different program just because I'm using a Windows machine, for example.
