		<description>A lot of countries (including the Philippines) have Internet cafes as their primary sources of getting online. That's why you see so many shared IP addresses from those countries. Even as connected as South Korea is, Internet cafes are more popular there than home connections.

I tried Bad Behavior once. It blocked Hari (above) 30 minutes after I turned it off because I had WP-Cache running. I'm on BSNL broadband connection with dynamic IP so it keeps changing every time I switch it on. I sometimes come across a blacklisted IP address from time to time.
