Only in the event that one vote actually did make a difference, would it be true that one would (obviously theoretically) lose their right to complain. An extension of this would be only those who actively campaign, stuff envelopes, and lobby etc have the right to get vociferous, when the universe doesn't unfold as it should.

The old bromide about the intertwining about rights and responsibilities comes to mind. I have the right to go to the public library, but I don't have a resposibility to go there.I have a resposibility to drive safely, but I don't have the right to drive.
